Mahoning County Family and Children First Council
Project Abstract

 

The Collaborative 21 Project will have a county-wide impact by targeting 100 students and 100 family members from 14 public school districts in Mahoning County, who are referred to the Alternative School Programs because of problematic behavior. Enrollment will begin with an initial 50 students and will increase each year to the maximum noted above. 60% meet or exceed State and National poverty standards, 80% are reported to read below grade level, and few have successfully passed all parts of the Ohio Proficiency Test (OPT) – risk factors that “correlate to all problem behaviors in youth” (Comprehensive Strategy, 2002). The Youngstown City’s Alternative School, Mahoning County’s Alternative Program (serving students from 13 school districts), and the Y.M.C.A. are the three sites.

 
 
Each is in close proximity to the downtown area, and each will offer multiple academic activities by certified educators and a variety of enrichment and recreational programs by contracted program providers for 10 to 20 hours weekly-specifically designed for the promising but disenfranchised adolescent and his /her family. Students will participate -by choice- in academic and proficiency activities at either Adams or John White and then come together at the Y.M.C.A. for enrichment programs. Other downtown program providers include the Public Library and the Youngstown State University SMARTS program. Family literacy and related education development events will be held monthly, with support services like transportation, meals and childcare available to encourage participation by impoverished parents. Sixty-five percent (65%) of participants are expected to continue in the program throughout the year, with a 20% improvement in reading, math, and disciplinary actions expected. A broad array of additional services, including life skills competencies and counseling will be offered, based on selections by member agencies committing to long-term support and providers committing to a customer-focused model that measures results, judges performance, and modifies services in response to feedback from those participating.
